Allah said:

﴿ط§ظ„ظ‘ظژط°ظگظٹظ†ظژ ظٹظژطھظ‘ظژط¨ظگط¹ظڈظˆظ†ظژ ط§ظ„ط±ظ‘ظژط³ظڈظˆظ„ظژ ط§ظ„ظ†ظ‘ظژط¨ظگظ‰ظ‘ظژ ط§ظ„ط£ظڈظ…ظ‘ظگظ‰ظ‘ظژ ط§ظ„ظ‘ظژط°ظگظ‰ ظٹظژط¬ظگط¯ظڈظˆظ†ظژظ‡ظڈ ظ…ظژظƒظ’طھظڈظˆط¨ظ‹ط§ ط¹ظگظ†ط¯ظژظ‡ظڈظ…ظ’ ظپظگظ‰ ط§ظ„طھظ‘ظژظˆظ’ط±ظژط§ط©ظگ ظˆظژط§ظ„ط¥ظگظ†ط¬ظگظٹظ„ظگ﴾

(Those who follow the Messenger, the Prophet who can neither read nor write whom they find written of with them in the Tawrah and the Injil.)(7:157) They are as certain of this as they are about who their children are, yet they hide it and distort it. They did not believe in it despite its clear evidence. Therefore Allah said:

﴿ط¥ظگظ†ظ‘ظژ ط§ظ„ظ‘ظژط°ظگظٹظ†ظژ ط­ظژظ‚ظ‘ظژطھظ’ ط¹ظژظ„ظژظٹظ’ظ‡ظگظ…ظ’ ظƒظژظ„ظگظ…ظژط©ظڈ ط±ظژط¨ظ‘ظگظƒظژ ظ„ط§ظژ ظٹظڈط¤ظ’ظ…ظگظ†ظڈظˆظ†ظژ - ظˆظژظ„ظژظˆظ’ ط¬ظژط¢ط،ظژطھظ’ظ‡ظڈظ…ظ’ ظƒظڈظ„ظ‘ظڈ ط،ط§ظٹظژط©ظچ ط­ظژطھظ‘ظژظ‰ ظٹظژط±ظژظˆظڈط§ظ’ ط§ظ„ظ’ط¹ظژط°ظژط§ط¨ظژ ط§ظ„ط§ظ‘ظŒظ„ظگظٹظ…ظژ ﴾

(Truly, those, against whom the Word (wrath) of your Lord has been justified, will not believe. Even if every sign should come to them, until they see the painful torment.) meaning they would not believe in a way that they might benefit from that belief. This is when they believe at a time one may not be able to benefit from his belief. An example is when Musa prayed against Fir`awn and his chiefs, saying:

﴿ط±ظژط¨ظ‘ظژظ†ظژط§ ط§ط·ظ’ظ…ظگط³ظ’ ط¹ظژظ„ظژظ‰ ط£ظژظ…ظ’ظˆظژظ„ظگظ‡ظگظ…ظ’ ظˆظژط§ط´ظ’ط¯ظڈط¯ظ’ ط¹ظژظ„ظژظ‰ ظ‚ظڈظ„ظڈظˆط¨ظگظ‡ظگظ…ظ’ ظپظژظ„ط§ظژ ظٹظڈط¤ظ’ظ…ظگظ†ظڈظˆط§ظ’ ط­ظژطھظ‘ظژظ‰ ظٹظژط±ظژظˆظڈط§ظ’ ط§ظ„ظ’ط¹ظژط°ظژط§ط¨ظژ ط§ظ„ط§ظ‘ظŒظ„ظگظٹظ…ظژ﴾

(Our Lord! Destroy their wealth, and harden their hearts, so that they will not believe until they see the painful torment.)(10:88) And Allah said:

﴿ظˆظژظ„ظژظˆظ’ ط£ظژظ†ظ‘ظژظ†ظژط§ ظ†ظژط²ظ‘ظژظ„ظ’ظ†ظژط¢ ط¥ظگظ„ظژظٹظ’ظ‡ظگظ…ظڈ ط§ظ„ظ’ظ…ظژظ„ظژظ€ط¦ظگظƒظژط©ظژ ظˆظژظƒظژظ„ظ‘ظژظ…ظژظ‡ظڈظ…ظڈ ط§ظ„ظ’ظ…ظژظˆظ’طھظژظ‰ ظˆظژط­ظژط´ظژط±ظ’ظ†ظژط§ ط¹ظژظ„ظژظٹظ’ظ‡ظگظ…ظ’ ظƒظڈظ„ظ‘ظژ ط´ظژظ‰ظ’ط،ظچ ظ‚ظڈط¨ظڈظ„ط§ظ‹ ظ…ظ‘ظژط§ ظƒظژط§ظ†ظڈظˆط§ظ’ ظ„ظگظٹظڈط¤ظ’ظ…ظگظ†ظڈظˆط§ظ’ ط¥ظگظ„ط§ظ‘ظژ ط£ظژظ† ظٹظژط´ظژط¢ط،ظژ ط§ظ„ظ„ظ‘ظژظ‡ظڈ ظˆظژظ„ظژظ€ظƒظگظ†ظ‘ظژ ط£ظژظƒظ’ط«ظژط±ظژظ‡ظڈظ…ظ’ ظٹظژط¬ظ’ظ‡ظژظ„ظڈظˆظ†ظژ ﴾

(And even if We had sent down unto them angels, and the dead had spoken unto them, and We had gathered together all things before their very eyes, they would not have believed, unless Allah willed, but most of them behave ignorantly.) (6:111) Allah then said:

﴿ظپظژظ„ظژظˆظ’ظ„ط§ظژ ظƒظژط§ظ†ظژطھظ’ ظ‚ظژط±ظ’ظٹظژط©ظŒ ط،ظژط§ظ…ظژظ†ظژطھظ’ ظپظژظ†ظژظپظژط¹ظژظ‡ظژط¢ ط¥ظگظٹظ…ظژط§ظ†ظڈظ‡ظژط§ ط¥ظگظ„ط§ظ‘ظژ ظ‚ظژظˆظ’ظ…ظژ ظٹظڈظˆظ†ظڈط³ظژ ظ„ظژظ…ظ‘ظژط¢ ط،ظژط§ظ…ظژظ†ظڈظˆط§ظ’ ظƒظژط´ظژظپظ’ظ†ظژط§ ط¹ظژظ†ظ’ظ‡ظڈظ…ظ’ ط¹ظژط°ظژط§ط¨ظژ ط§ظ„ط®ظگط²ظ’ظ‰ظگ ظپظگظ‰ ط§ظ„ظ’ط­ظژظٹظژظˆط©ظژ ط§ظ„ط¯ظ‘ظڈظ†ظ’ظٹظژط§ ظˆظژظ…ظژطھظ‘ظژط¹ظ’ظ†ظژط§ظ‡ظڈظ…ظ’ ط¥ظگظ„ظژظ‰ ط­ظگظٹظ†ظچ ﴾

(98. Was there any town (community) that believed (after seeing the punishment), and its faith (at that moment) saved it (from the punishment)-- except the people of Yunus; when they believed, We removed from them the torment of disgrace in the life of the (present) world, and permitted them to enjoy for a while).
